New Mexico has a stormy gaming history. When the IGRA was passed by Congress in 1989, it seemed like New Mexico might be one of the states to cash in on the Indian casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King assembled a panel in 1990 to discuss an accord with New Mexico Indian bands. When the panel arrived at an accord with two important local tribes a year later, the Governor declined to sign the bargain. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it seemed that Indian wagering in New Mexico was a certainty. But when the new Governor signed the compact with the Indian tribes, anti-gambling forces were able to hold the deal up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the compact, therefore denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It required the CNA, passed by the New Mexico house, to get the ball rolling on a full accord amongst the Government of New Mexico and its American Indian tribes. 10 years had been burned for gambling in New Mexico, including Indian casino Bingo.

The non-profit Bingo business has grown from 1999. In that year, New Mexico charity game operators acquired only $3,048 in revenues.
