New Mexico has a stormy gaming background. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Native casino bandwagon. Politics assured that would not be the situation.

The New Mexico governor Bruce King appointed a panel in 1990 to negotiate a contract with New Mexico Native bands. When the working group arrived at an accord with two important local tribes a year later, the Governor declined to sign the bargain. He held up a deal until 1994.

When a new governor took over in 1995, it appeared that American Indian betting in New Mexico was now a certainty. But when the new Governor signed the accord with the American Indian bands, anti-gaming groups were able to hold the contract up in courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the compact, thereby denying the state of New Mexico many hundreds of thousands of dollars in licensing revenues over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full accord amongst the Government of New Mexico and its Native bands. Ten years had been lost for gaming in New Mexico, which includes Amerindian casino Bingo.

The non-profit Bingo business has grown since 1999. That year, New Mexico not for profit game owners brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Nonprofit Bingo earnings have grown constantly since then. Two Thousand and Five witnessed the largest year, with $1,233,289 earned by the providers.

Bingo is certainly favored in New Mexico. All kinds of operators look for a bit of the action. With hope, the politicos are done batting around gaming as a hot button matter like they did back in the 1990’s. That is probably wishful thinking.
